What Change Volume is for
For a recording you simply cannot hear. A phone voice memo, an interview taken from across a table, a lecture recorded from the back row. It raises the level by an amount you choose and measures the loudest moment first, so it will not push the recording into clipping to get there.

Questions
How is this different from Normalise Loudness?
Normalise answers "hit the number YouTube or Spotify expects", in LUFS. This answers "I cannot hear this", which is the far more common problem and should not require learning what LUFS means.
What does the clipping guard do?
It measures the loudest peak in the recording before changing anything, and caps the gain at whatever leaves that peak just under the ceiling. If you ask for more than the recording has room for, it tells you what it used instead.
Why can it not make my recording louder?
Because it is already at full scale. Raising it further would flatten the peaks into distortion, which cannot be undone. Compression rather than gain is the answer there.
Can I make something quieter?
Yes — set a negative amount. Reducing the level never clips, so the guard does not apply.
