Questions
Why convert a GIF to video at all?
Size and quality. GIF stores whole frames and caps at 256 colours; a video codec stores what changed and keeps the full range. Every social platform silently does this to GIFs you upload for exactly that reason.
Will it still loop?
The file loops when the player is asked to loop it. In HTML that is the loop attribute; most social platforms apply it automatically to short clips.
Will it have sound?
No. There was none in the GIF, so the video is silent.
MP4 or WEBM?
MP4 for sending to people and for anything outside a browser. WEBM when it is going on your own web page and you want the smaller file.
