What Crop Video is for

Landscape to vertical
Cropping a 16:9 video to 9:16 keeps the middle third of the frame. Keep it centred for most footage, or anchored to the top for talking heads so faces are not cut off.
After cropping
Reels, TikTok and Shorts all expect 1080 by 1920. A cropped 1080p landscape clip comes out narrower than that, which is fine: the apps scale it up.

Questions
Does cropping stretch the picture?
No. It cuts the largest rectangle of the shape you asked for out of the frame, so everything that survives keeps its proportions. What changes is how much of the scene is left, not what it looks like.
Why must the dimensions be even?
Because H.264 and VP9 store colour at half resolution, so an odd width or an odd offset puts the colour planes half a pixel out of step with the brightness and tints the edges. Both the size and the position are rounded to even numbers to avoid it.
Does it have to re-encode?
Yes. Cropping changes every frame, so unlike trimming or joining there is no way to copy the streams through untouched.
