Questions

Does cropping stretch the picture?

No. It cuts the largest rectangle of the shape you asked for out of the frame, so everything that survives keeps its proportions. What changes is how much of the scene is left, not what it looks like.

Why must the dimensions be even?

Because H.264 and VP9 store colour at half resolution, so an odd width or an odd offset puts the colour planes half a pixel out of step with the brightness and tints the edges. Both the size and the position are rounded to even numbers to avoid it.

Does it have to re-encode?

Yes. Cropping changes every frame, so unlike trimming or joining there is no way to copy the streams through untouched.
