What Resize Image is for
For when the dimensions matter rather than the file size: a profile picture that must be square, a header that must be exactly 1600 pixels wide, or a folder of photos that all need to be the same size before they go anywhere.

Questions
Will it stretch my image?
Not unless you ask it to. Setting one dimension and leaving the other blank keeps the proportions. Setting both offers a choice of fitting inside, filling and cropping, or stretching to match exactly.
Can I make an image larger?
You can, and it will be soft. Enlarging invents pixels that were never captured, so it adds size without adding detail. There is a switch to prevent it happening by accident.
Does it resize a whole folder to the same size?
Yes. Add as many as you like and every one is resized on the same rule, which is the usual reason for using this rather than an editor.
What size should a web image be?
Twice the width it will be displayed at, to cover high-density screens, and rarely more than 2000 pixels on the long side for a full-width photograph.
